On borrowings and retraction of papers

Dear colleagues,

The Russian academic sphere creates the database of retracted papers.
The
termretracted paperimplies that the paper is withdrawn due to any reason. It means that the publication is annulled.
The main reason for retraction is improper borrowing from another author.

Consider the following paragraph written by a group of authors:

The social capital theory was developed in the beginning of the 20th century, principally within the frameworks of sociology and psychology. However, the significance of the social capital for economic processes was not being viewed before the recent three decades. At the same time, the content of social capital allows to draw new lines between economic, sociological and political processes in the institutional environment.

Grigoriev R. A. et al. Social capital as a growth factor of economic system competitiveness //Vector of Science of Togliatti State University. Series: Economics and Management. 2015. No. 4 (23). P. 29–34.

Author Y, having used this paragraph in their paper, commits plagiarism if:

1) the borrowing was made without indication of the source:
The social capital theory was developed in the beginning of the 20th century, principally within the frameworks of sociology and psychology. However, the significance of the social capital for economic processes was not being viewed before the recent three decades. At the same time, the content of social capital allows to draw new lines between economic, sociological and political processes in the institutional environment.

2) the borrowing was made with indication of the source, but the borrowing was not properly finalized:
The social capital theory was developed in the beginning of the 20th century, principally within the frameworks of sociology and psychology. However, the significance of the social capital for economic processes was not being viewed before the recent three decades. At the same time, the content of social capital allows to draw new lines between economic, sociological and political processes in the institutional environment. (Grigoriev et al., 2015)

The properly finalized borrowing looks like this:

In the work by Grigoriev et al. (2016, p. 29) it is shown that: “The social capital theory was developed in the beginning of the 20th century, principally within the frameworks of sociology and psychology. However, the significance of the social capital for economic processes was not being viewed before the recent three decades. At the same time, the content of social capital allows to draw new lines between economic, sociological and political processes in the institutional environment.”

or

the content of social capital allows to draw new lines between economic, sociological and political processes in the institutional environment” (see Grigoriev et al., 2016, p. 29)

The same is applicable to the borrowings from the author’s own earlier publications.

The author should treat their own earlier publications in exactly the same way as other authors’ works, i.e., all borrowings should be rewritten and conveyed to readers in other words with indication of the source, or enclosed in parentheses with indication of the source and the page numbers.

The only exception referring to the borrowings is the original algorithms of calculation of formulae, equations and tests, as it is essential for the author to convey the algorithm structure without any changes.

It is essential to finalize the borrowings properly, to avoid any problems with your publication in future.

Yours faithfully,

Editorial Board of the APEL Journal
