Взгляд вглубь: исследование связи между быстрым ростом городов и уровнем преступности в округах, испытывающих бум, основанный на природных ресурсах

Цель: изучение взаимосвязи между быстрым ростом городов и уровнем преступности в округах, испытывающих бум, основанный на природных ресурсах, а также разработка социально-экономических и правовых мер для снижения «эффекта быстрорастущего города».

Методы: диалектический подход к познанию социальных явлений, позволяющий проанализировать их в историческом развитии и функционировании в контексте совокупности объективных и субъективных факторов, который определил выбор следующих методов исследования: формально-логический, сравнительно-правовой, анкетирование, опрос, фокус-группы, обобщенный метод наименьших квадратов.

Результаты: развитие добычи природных ресурсов в сельских сообществах привело к ряду социальных проблем в этих районах. По сообщениям средств массовой информации, членов сообществ, правоохранительных органов и органов соцобеспечения, быстрый рост таких сообществ приводит к повышению уровня преступности и других социальных проблем. Для изучения связи между бумом и преступностью исследовались показатели преступности в производящих нефть и газ округах Монтаны и Северной Дакоты. Сравнительный анализ уровня преступности в 2012 г. в парной выборке округов показал, что уровень преступности был выше в нефтепроизводящих округах. Анализ уровня преступности до и после бума показал, что с 2006 по 2012 гг. уровень преступности в округах, испытывающих бум на основе ресурсов, повысился на 18,5 %, а в парной выборке округов, не производящих нефть и газ, этот показатель уменьшился на 25,6 %. Хотя СМИ изображают эти сообщества как новый Дикий Запад, авторы, построив серию моделей с помощью ОМНК-регрессии (обобщенный метод наименьших квадратов), не обнаружили существенной связи между производством нефти и газа и уровнем насильственных или имущественных преступлений.

Научная новизна: в статье впервые на основании показателей преступности в производящих нефть и газ округах Монтаны и Северной Дакоты рассмотрена взаимосвязь между быстрым ростом городов и уровнем преступности.

Практическая значимость: основные положения и выводы статьи могут быть использованы в научной и просветительской деятельности, а также при прогнозировании социально-экономического развития быстрорастущих городов.
