Development of innovative systems at meso-level as a key factor of forming and utilization of intellectual capital
The article is devoted to the topical problem of evaluating the condition and experience of innovative systems forming at meso-level. Conclusions are made about the features and objective character of the individual specialization of regional innovative systems in regard to the innovative cycle stages at meso-level, problems and directions of their development are revealed, which will significantly influence the formation and utilization of intellectual capital.
